The third and fourth days of conference will be interdiction training with several different experts teaching classes. Scenarios will continue for those who don't wish to attend classroom instruction.

Kenneth L. Williams is a veteran law enforcement leader, interdiction specialist, and nationally recognized instructor with ne
arly two decades of proactive policing experience. A Sergeant with the Hobart Police Department in Indiana, he has served as a K-9 handler, Domestic Highway Enforcement Team member, and criminal intelligence officer.
Throughout his career, Williams has seized over $7.5 million in U.S. currency and more than three tons of illicit narcotics, including fentanyl, heroin, cocaine, methamphetamine, and other controlled substances. His work in criminal interdiction has earned him national recognition, including Interdiction Officer of the Year honors and multiple Desert Snow awards.
A graduate of the Indiana Law Enforcement Academy and DEA DUCA Class 82, Williams serves as a DIAP and EPIC Instructor and has spoken before more than 5,000 law enforcement professionals nationwide.
His focus is simple: proactive, constitutional policing that disrupts criminal networks and saves lives.

Interdiction for the Protection of Children taught by Sgt. Jake Boyd - Texas Department of Public Safety
Jake Boyd has been in law enforcement since 2009. He has served with the Texas Department of Public Safety since 2012. During his time with the Texas Highway Patrol, Boyd became part of the Texas Crimes Against Children Interdiction for the Protection of Children (IPC) program. While assigned to the Texas Highway Patrol Region 1D of Texas, Boyd made multiple IPC traffic stops resulting in child rescues and investigations being initiated.
Boyd was also assigned to assist Troopers identify and rescue endangered or exploited children and identify those who pose a high-risk threat to a child. Boyd coordinated with Victim Services, the Texas Fusion Center and Texas Department of Family and Protective Services to assist in locating missing children and at-risk children. He also completed the 40-hour Specialist Interview course instructed by Dr. Joe Sullivan, Forensic Solutions, Ireland. Boyd is a Master Peace Officer with a Master’s Degree of Science in Criminal Justice. He currently oversees the IPC program as a Sergeant in the Training Operations Division – Crimes Against Persons Training Unit.
- Parcel Interdiction taught by USPS Inspectors Colton Clark and Jen Hiland
Inspector Clark was born and raised in Idaho. After his military service he joined the United States Marshal Service where he served for five years. Three years ago he transferred to the United States Postal Service as an inspector where he focuses on parcel interdiction.
Inspector Hiland has been a Postal Inspector since January 2004. As a Postal Inspector she worked in California. In 2012, Inspector Hiland promoted and became a supervisor in Sacramento where she started and supervised a US Postal Inspection Service narcotics task force. In 2020, Inspector Hiland transferred to Spokane, Washington where she now supervises the USPS Big Sky Team which covers Eastern Washington, Idaho and Montana.
- Legal Considerations taught by Ada County Prosecutor
This class will teach attendees the importance of partnering with their local prosecutor's office on take the case through the finish line. Course topics will include: pertinent case law related to criminal interdiction, search and seizure law, asset forfeiture, risk reduction, report writing and articulation, courtroom testimony, identifying and articulating reasonable suspicion, developing probable cause and other pertinent topics.
